Rubbish
control difficulties are again a problem for residents of
(at least)
Krippner Road.
Petty and
unreasonable "Litter Infringement notices" issued by Rodney District
Council staff are causing strife that appears unable to be justified.
A notice together with a fine of $100 was issued by "Officer
number 261" for "bag household Refuse 047 on wrong bay" -
whatever that means.
This was ringed as "Contrary to a Bylaw" and occurred
at the "location Cnr Fiddlers Hill Road / Krippner Rd."
This location is a bag holding bin (above left) in which
residents place pre-paid bags for collection. The notice (left) says
collection will be on "Tuesdays". No time, no statement that there is some
restriction on when bags are to be put in the bin. No Bylaw notice.
Four kilometres travel for the resident involved in the
notice VillagePRESS
now has on it's file.
This notice is considered "Petty and unreasonable" by
VillagePRESS. The litter
bin has come about only because the Krippner Road Assn Inc sought a solution
to the previous bags being dumped on the roadside in a heap.

To expect
bags to be put in the bin on the morning of collection only, with collections
times varying between 7.30am and mid-day is a completely unreasonable
expectation.
This bin is still a rough steep hill and kilometres away from
many residents of Krippner Road. Going to take a bag of rubbish to the bin only
and returning would add some $5 additional motoring expense (at
AA running cost estimates) in addition to the $1.90 bag charges - on top
of council rates. Bag depositing must coincide with other activities requiring
travel.
The photo above shows the bin to be substantially on
Monday morning, 24 hours before the collection -- every bag would appear
to be a potential $100 for Council. Bags delivered on Tuesday after
the bin has been emptied (this could be at 7.45am on many
mornings) will sit there for a week... more revenue for council
collection.
Obviously we again need input from Councillors.
VillagePRESS will follow
this up.
